Mate, that’s the same for EVERY civil service that gets a budget directly or indirectly from central government. Schools, County Council, Road Sweepers etc. and if they spend over budget it gets decreased too. That’s why the police get absolutely no overtime pay at the start of the financial year, but at the end they give it away like there is no tomorrow. So they can meet the budget.

They may give good pay (and pensions for that matter), but as a whole general organisation they are under funded.
