Your maximum bus speed without using a divider is dependant on your ram speed. You have cheap 100 mhz sdram you need at least pc133 to run a 133 bus If you wanted to you could use a divisor on your ram clockspeed but the performance hit would be so huge it would outweigh the gain by increasing your busspeed and thus processor speed. Just buy new ram
