Because politicians are all cut from the same mould - they'll do anything and everything to get elected. If his war record will get him votes, then he'll use it. I'm willing to bet my bottom dollar that if Bush hadn't avoided the war - he would be using his military service to his advantage. National security & defence is going to be a major election issue, and Bush is in a bit of strife with regards to it. Firstly, there's the bad rep he's getting from the 9/11 commission, then there's the chaos in Iraq. Americans are typically more right-wing than most other western nations, and as such value (in my opinion extreme) nationalism, patriotism, and military credentials. Kerry has Bush right where he wants him when it comes to military experience - and he's going to milk it to get voters on his side. When it comes down to it, elections are dog fights. Mark my words, Bush is going to throw whatever he can at Kerry as well, it goes both ways.

In my opinion, both are stupid. Their past military careers really should have no bearing on anything - but that's the nature of politics. Both sides are throwing around accusations - people are accusing Bush of avoiding the war (which from the evidence I've seen - appears to be at least partly justified), and some people are attempting to discredit Kerry's service, which appears to be less truthful. Personally, I think that there really isn't anything wrong with Bush avoiding the war, I certainly wouldn't want to fight in a war like Vietnam either, as I think that it was ethically reprehensible. Although there is a certain touch of irony to Bush dodging service when he seems so keen on sending others off to die, ultimately it's irrelevant.
Both sides are at fault. Again, it's just how politics works - smear campaigns happen whether we like it or not.
