Its different from just killing someone in an act of war from taking a civilian hostage, parading them on tv with some bullshit retoric, saying you are going to kill them for some demand you know will never be met, and then executing them on video for the world to see.

synopsis of iraq:

Well, time is up and Princess Toadstool loses the head and now that little mushroom kid blames Mario and Luigi for not releasing the turtle shells, thus making the saviors of Iraq the icon of international hate.

Yes,
They have troops there right now providing medical assistance. After the handover they are going to send 3,000 additional troops to help with security. When this happens they will have the third largest force in Iraq behind US and England.
