I guess the only way they'd do it would be to have the transition year as only two relegation spots from the Premiereship and nobody coming up from the First Division (or whatever it's called now). Or they could have 5 go down and 3 come up. But all that would do is make the First Division larger....it can't really work so the FA should just say stuff it.

Exactly, it would be a complete waste of timefor the clubs in the first division if no teams were coming up that season, yes they would be playing for the title, but promotion imo is more important.
