Previous public office is not...my point was simply that without it though, and at a higher level (such as governor or senator) you won't be "electable". I use this word not in the official rules sense, but in the sense that the American people will not vote for you because they will deem you to have insufficient experience. Thus, your representative party will not encourage you to run for elections unless you have either governor or senator under your belt.
