Toronto By-law 545-192: Regulations for licensed premises:
Every person licensed as aforesaid under this chapter shall, in the licensed premises, to the satisfaction of the Medical Officer of Health:
...
C. Keep an ample supply of running hot and cold water;
...one would logically assume that the intent of this regulation is so that the public has access to both this hot and cold water supply. Also, while it doesn't explicitly state this, I have never heard of anyone charging for access to running water (at least in Canada).
