hip-hop culture is urban, therefore skateboarding could be a part of it. mos def's video for ghetto rock has skaters in it and i remmember in one the documentaries about De La Soul and Jedi Mind Tricks they all talked about skateboarding even though it's usually attributed to punk rock.
Yet the fact remains that musically, Skateboarding culture is primarily dominated by white rockers and Hip-Hop culture is primarily dominated by black rappers. The few exceptions to this rule you may find wouldn't prove your point.

To me , Kanye West sounds really inspirational . His songs from Late Registration album are good . "Addiction " sounds really good . As much as I dont like rap , Kanye is a great artist . Could someone recommend me similiar artists?
