Eyes isn't the first thing anyone notices. Your brain does thousands of calculations in a fraction of a second looking for symmetry. So you're looking at the persons silhouette basically. Then bulges are the second thing a person notices, then any odd or irregular shapes extremities. Bright colors bring attention once that is finished, as do dark colors around whites or lights.
I suppose if the woman is wearing black eyeliner you might notice the eyes after you've done all that.
But after all of that its your preference.
