I don't think you guys give the guv enough credit cause you all live in Toronto. You have it in your backyard and can go there any time you want, so it kinda losses something for you.
I have partied all over north America, guv is my favorite. Cheaper than NYC. Nicer building than most clubs. Just big enough with out being too big. Cool, helpful partiers for the most part. Security that's not that bad. Great line ups. Great location. The list goes on and on.....
Your very lucky. I'll take guv anytime. Probably not the #1 club in the world, but in the top 3 in my heart....easily

This is where the whole debate on 'best club' breaks down IMO. To me, a great club doesn't need lasers, fancy decor, or anything truly material.
To me, what defines a great club is the atmosphere it brings in on a weekly basis. Truly, the best club I've been to [that's still in exsistence] is Stereo in Montreal. Not because I'm a househead, which I am, not because of the killer soundsystem which would easily be top 10 in the world, but because the vibe the crowd has on every night I've been there. To me, if the people around me are going off, chances are I'm gonna be swept up in that same energy and go nuts all the same regardless of the musical choice, or the fancy colours in the lights. And that quality in a club in itself is impossible to manufacture, it has to come from the people who go out every weekend to have a good time.
If someone enjoys going out for the whole experience of the look of the club, or the service, or even the good looking women, then obviously their choices in what constitutes a good club will differ. That being said, because everyone will weight different aspects of a club differently, and it makes coming up with an all encompassing 'best club' impossible.
My Advice:
Go to as many different clubs as you can, and make up your own mind.

You bring up some valid points. However, I think what u're describing would be the best CLUB/VENUE "to party at". Not necessarily the best CLUB/VENUE (Technically) per say. One thing's for sure...there's none of those sketchy, squatting, e-tards at Crobar.. and the vibe there was definitely amazing, that is, until the Hell's Angels NYC chapter came in at the end of the night
