Thats a very good question.

Basically, a large majority of the kasmiri locals are muslims who would rather be an independent state rather than one ruled by India or Pakistan. Even during partition in 1947, the last maharaja of kashmir chose to remain independent but pakistani insurgents attacked him which is when he went to india for support and promised kashmir to them which pakistan contests to this very day by using the excuse that the majority of the population is muslim and would prefer to be part of pakistan which is absolute rubbish.

Shit got out of hand in 1989 when terrorists supposedly trained in pakistani camps started an insurgency to free Kashmir from Indian rule but now that ideology seems to have changed to restoring muslim rule in india like it was during the mughal period in the 1700s.

There is not anything on the pakistani side that could affect all concerned but the indian side controls the rivers that supply water to pakistan and pakistan claims that in case of mounting tensions, India would curtail their water supply. In any case, its not a conflict thats going to be solved in the near future.
