I agree with many of your points. What im saying is that these people should be under close watch after they are released (everyone deserves a second chance, look at r kelly, obviously the act was consensual but he later was charged with pedophilia because of the found tape) and if they repeat the offence thats when they should be put away for good and not to jail but to an institution where they can get some serious treatment. It obvious that in this case it was the governments fault for releasing this man numerous times within few years after repeated offences.
