Toronto has one of the highest (if not the highest) merchandising markets of ANY sport.
Sure they'll balk at the initial thought, the immediate knee-jerked reaction will be that they'll be stealing revenue from their market.
If they'd step back out from their vaults for a second they'll realize that any healthy competition breeds marketing dollars.
They'd probably MAKE money in the long run.
Besides, how can they loose if they're already been monetarily compensated before a single game is even played???
