If I was doing a 3 week trip I would spend a week in England/Ireland and see as much of it as I could in a week. Maybe a day or two in London and the rest of the week exploring smaller towns.
Then I'd spend 4 days or so in Spain, then about a week in Italy. Then to Holland and spend the rest of the time there, checking out small towns and the coffeeshops in Amsterdam of course

I was there for about a month this summer, and I don't think you can really go wrong anywhere. My favorites while I was there were Bergen (Norway), Oslo, Copenhagen, Geneva, and Berlin. I only hit Milan in Italy and really didn't like it at all. Maybe it was a fluke thing, but I'm in no real hurry to go back to Italy. I basically fell in love with Norway and Denmark though -- beautiful countries with beautiful people. I wasn't in Sweden long, but it seemed to be pretty similar. Brussels was interesting, and Berlin was amazing.
Sterling.dk and Ryanair are both fairly cheap, but depending on where you're traveling to, it is a good idea to check some of the regional carriers like Air Portugal too to find a deal. The trains are normally cheaper than flying, but getting from Rome to Paris is like driving from Atlanta to New York.
It all depends on what you're looking for really -- if you're looking for warm weather, spend more time in Italy. If you're looking for cultural sites, spend more time in Paris, London, and Berlin. If you're looking for nice people, go to Scandinavia. If you're looking to get off the beaten trail a bit, eastern Europe (Slovenia, Austria, Hungary, Czech Republic) is beautiful, friendly, and not overrun by tourists. If you're looking for Stren, go to Poland.

the 2 second rundown.
Go to Chzech Republic & vist Prague. That's cheap. beautiful old city.
Germany is cheap. Berlin is on the flat side of germany. Good to see berlin Dome, The unfinished class train station Hauptbahnhof, the berlin wall, the tv tower & eat frankfurts.
Holland is nice. Amsterdam speaks for itself. Its a bit seedy, but an experience. I prefered Den Haag (yes they have coffee shops there too!!). The Hague beach resturants are interesting & fun.
Paris is expensive. great resturaunts, great service, weird food, expencive prices. Soo much to see in Paris.
Switzerland is absolutely beautiful! a must see! Take a small trip out of Luzern & up to the alps glaciers I love the swiss!!!
Italy: flourance is wonderful, venice is amazing, Rome is incredable yadda yadda yadda....
Greek Islands. Go to Santorini, bloody incredible volcanic island with a massive hole in the middle. Cliffs & white buildings are amazing. Mykonos nice beaches. Rhodes nice beaches. Hot babes.
Turkey is cheap. Go to turkey! Buy rugs, gold & shoes & Istanbuls grand bazaar. Mosques are nice. Nice people when they aren't bombing.
that's enough. Travel by train. Dont need a euro pass, buy a ticket on your way out & go second class. there's 10 trains a day going to your next desired location. /end/
