Not really "distinct." Most people both pay and receive tax money in one form or another.
The two "distinct" categories would be "those who pay more in taxes than they receive in governmental benefits" and "those who pay less in taxes than they receive in governmental benefits."
But "governmental benefits" is something extremely hard to qualify when you throw in things like road production, economic support for farms, and even more nebulous stuff like police and military protection.
