Well the angle does matter. if you snap a pic from below, the foot will appear raised above the horse's body and you will perceive that

Wrong.
When the head is positioned like it is in photo B, the horse is thrown off balance, he uses muscles that should only be used for swallowing food/water, it puts tremendous strain on his neck, it prevents him from using his hind legs properly, etc.
A is correct no matter which way you look at it. In dressage, the Poll should be the highest point (like in photo A)

As for the photo angle and horse size.... the horse in B is actually turning so his body is tilted, which is why the riders foot looks to be higher up on the body.
