I can't really blame them, because they need to make money, and that's the easiest way to do it. Then again, it's not like there isn't money to be made in the time between atb visits. Yeah, it might take some initial investment to get it going, but once it's established, whoever took it on would have a monopoly on that type of event, and would be able to take all the risks they wanted (not to mention the other benefits of being responsible for something like that).
