I agree that the entire point is that they are dumb. I think that's exactly the reason why they are requiring an Rx for 17 and under.

Perhaps making it mandatory to do an ID check, and if the person is under 18, making it a requirement for the pharmacist to do a counseling session with the person (or something) would be a better idea. Putting the age restriction there is not going to help.

Honestly, that's not very different than requiring a script based on age. The only difference is that a doctor's job is to dispense healthcare advice and a pharmacist's job is to dispense medication based on the doctor's determination.
