no, you are born with natural rights, inherent and immutable. sure, laws are needed to protect those rights, but they arent "given" to you, you already have them by virtue of being human.

Correct, but what do you mean by "not all ideas are equal"?

um, pretty much exactly how it sounds. not all ideas are equal! for instance, the idea that women shouldn't be allowed to vote is not equal with the idea that they should. as it stands, not all cultures are equal. the western liberal democracy is currently the pinnacle of human social, economic and political advancement. to say that current, less developed cultures are just as "good" the liberal democracy just doesn't stand up to investigation.

There are always individual rights and wrongs (opinions like I said above), and most of the time the majority opinion is what the "rights and wrongs" of the culture are.

only if you believe rights and wrongs come from culture, when as far back as good ol john locke many people believe in natural and inherent "rights" and "wrongs".

I disagree with everything you just said, because there are no clear cut rights for anything in existence. It's all what a certain person believes, i.e. opinion. People decide that we have inherent rights

no, not drinks on you.

i would ask you how you could EVER justify telling ANYONE what to do if there are no inherent "rights". if rights are merely culturally distributed, how is that any binding? if there are no rights, only opinions, why should anyone obey cultural norms at all? why should anyone feel bound just by other peoples' opinion(s)?

how (or why ) can we effect positive change in other nations if their brutal dictatorships are just as valid as freedom and democracy?

the problem for the moral relativist is to justify ignoring the heinous crimes committed by governments all over the world.
