If you watch some very low level games it's usually both players being timid and massing units until they can't mass any more and then they attack eachother and whoever wins that battle wins the game. They feel more secure doing this because they don't have enough knowledge about the game to spot weaknesses in their opponents' builds and react to them accordingly. On high level games there's constant battles from start to finish, so units are constantly dropping as fast as they're being produced. I often play games that drag on for over 30 minutes without either me or my opponent exceeding 150/200 supply.
I can see the supply getting close to or at limit in more passive matchups like TvT or TvP (I always play zerg), but usually when that happens, an engagement is long overdue.
