The problem probably has to do with renting the boat. AFAIK it probably costs a substantial amount to rent the boat per hour, and that hourly rate is probably charged as soon as the first person steps onto the boat until the last person steps off the boat.
So if a promoter were to rent a boat from 12am-5pm, the first person would probably be on the boat by 12 but it would probably take like an hour for everyone else to get on, especially if a lot of people are still buying tickets at the 'door'. and then they would have to dock probably by 4.30 at the latest so that everyone would be off by 5.
So if a promoter rents a boat for 5 hours, they could advertise a '5 hour cruise' when in reality the actual time the boat is away from the dock would be far less than that...
and its not like the promoter would be willing to dish out another like $1000+ or whatever it is just to extend the cruise for a bit longer to make people happy.

Sorry Sasha, but you snooze you lose! Holding up 500 people for 2 people that are running late, tough shit! If I was promoting a boat cruise and told people we were departing at 11:30, then be there! Why would I hold up 500 people at the expense of a few? It's not like promoters are losing money. It's the individuals fault that they can't take responsibility for their own actions and if it means missing a boat... then you miss the boat. So now instead of a few people complaining that the boat left without them, there's even more people complaining that things were done as planned.
If I was one of those people that was running late and I found that the boat left without me... would I really have any right whatsoever to complain?? No, it's my own fault... it's like getting your guestlist at a club before midnight, but you show up 5 minutes after... then too bad so sad.
Anyway, I was not blaming the promoters for anything, I was just upset that we didn't get the time we were promised. It's not like it ruined my entire day, I still had fun.
