I think that might be UTSA specific thing, but I could be wrong. I remember some people doing their graduate studies when I was an undergrad at UT and they were allowed to work, most of the time they'd try to do it on campus of course researching or being a teaching assistant. I guess they might have done off campus work under the table.
UT Austins numbering system was weird. First number was the number of hours, next two was the level of the class. I think 1-20 was lower level 20-70's was upper division and anything higher was graduate level.

It might be department specific for all I know. You have to work helping out the professors with their research until you pick a topic you want to do original research on for your dissertation at which point your research belongs to the university. You aren't allowed to work for anyone else and like I said they pay $20,000/yr plus tuition/fees it comes out to around $30,000, but it just might be a department thing.
I do know they have things like executive MBA programs for people who already have a career, so I'm sure it depends on what degree you want to get.
I was referring to the UT numbering system being the same since one of the numbers designates the level and the other one designates how many hours.
