How do you determine what is on that list? Who determines it? How would you find out what is in great demand and what is not in great demand if there is no commerce going on...no currency and no prices to reflect the will of the people?? If there is no feedback mechanism from the people to tell you what needs to be produced, how can you create "the list" that will satisfy millions? You can't.
