Not entirely, actually; I was just being semi-facetious.

When you advance to the arena of world class runners, you're not really involved in order to set a personal best; you're there to win, plain and simple.

But in lower levels of competition, there's generally an existing understanding amongst 90% of the field that they don't have a shot in hell of winning, or setting a meet/course record, in which case it really is a matter of seeing how well you can translate your current level of fitness into a respectable time (for yourself).
