Because back in the day people would go and settle whatever beef they had with the other person. Over the years, people have gotten soft and avoid it till it is necessary. This just leads to issues being made larger than they really are because it just finally boils over at some point.

"Back in the day?" What makes you think people have gotten any more cowardly about confronting people?

We see it every day in our schools, our offices, etc. You are an asshole for being the one that says "Hey, you fucked up. That was uncalled for" or whatever it is you say. Has happened to myself and many others I know, old and young. Not limited to a specific age group in my experience. I could be way off base, but my grandfather used to complain about this shit too.
And back in the day, meaning 50-60 years ago.

Lawsuits and AVO's
Most people, especially men who go around solving all their problems with confrontation tend to end up being neutered one way or another as society doesn't really let you punch your way through life for very long at least in a westernised country most of you grew up in.
Political correctness is merely a small phase in humanities social norms that I don't think will last very long in westernised culture for very long. Sooner or later the intelligensia that invented it will probably just get killed and eaten by indignant yobbos or foreigners who really just don't give a damn about integration into something they for right or wrong, perceive as being worthless.

The blue collar backlash already happened, and it is fizzling out as we speak.

I'd sort of hope so, most people wander around mumbling out lies and half truths to get by from day to day without trying to upset their neighbours, all the time never establishing a conduit for constructive aggression, self worth and coming to terms with their own deep seated desires to just be accepted for what they are.
Sometimes a few might rise above the cattle and establish themselves as being individuals, but most will move along being non-confrontational amongst their peers, they'll say the things others want to hear, wear the clothes, shiny things to fit in and pamper the nest enough to attract some equally vapid mate.
Because that the real risk.
The final confrontation with ones self to be accepted for ones self.
