those people are called "rent-a-cops". because they act like cops, but all they can do is tell you to leave, or call the real cops. its funny when they come driving up in some golf cart in an apartment complex or parking lot or hotel or beach or..... just say "here comes the rent-a-cops and you will own them. then get the hell out b4 the real ones comes..
