I'd be extremely hard-pressed coming up with a definition of 'progressive' myself... all I can think of is a music genre usually around the 125-133 BPM range with a 4x4 house kickdrum lot of influences and sourcing from other EDM genres, such as tribal, trance, and even techno.
Stuff like Gat Decor's "Passion" and Leftfield's "Song of Life", sounds different from stuff like "My Lexicon", which sounds different from the Peace Division-esque sound doing the rounds in the early part of the 21st century, which sounds different from that whole "neo-trance" stuff popular with DJs like Sasha in the mid '00's, which sounds completely different from whatever they are calling "progressive" on Beatport now. I don't even know how Beatport classifies a track as "progressive"... it sounds like it's reserved for tech house songs that aren't too techy, electro house songs that aren't too overblown, Deadmau5 style sidechained 8th notes music, Anjunadeep, and the occasional late 90's throwback a-la Michael/Leavn/Steven Rivic.
Back in the late 90's, early '00's... prog songs were usually 10 minute long drawn out affairs... but nowadays you'll find stuff clocked in at the usual 6-7 minutes, so it's not like you can even use the "slow buildup" definition anymore... Minimal odysseys like "Minimoonstar" from Ricardo Villalobos (something like 18+ minutes long) have shot a hole in that theory, like System-J and nef have said. Kinda funny to see the 2 of them take the same side in an argument for once
