They're hit or miss like any TV but if they break down after warranty expires you may be shit out of luck. Those cheaper brands usually buy parts in bulk and those parts may not be available after a while (unlike major brands which usually have an excess amount of spare parts).
Just go with a 40" Toshiba, Panasonic or Sharp. Samsung makes great TV's but you're usually paying a premium for the brand name. Go 120hz (only use it for sports and gaming as it makes movies and shows look like they're filmed with a handheld) and LED. I think all TV's are 1080p nowadays however there isn't much difference between the 2.
Edit: Oh and since you're considering plasmas, as long as you don't use it as a computer monitor then that's the best option. The technology has come a long way and offers much better picture quality than LCD. Just don't bother with 3D TV's. Serious waste of money on a stupid gimmick.
