I know both Ryan and Biden seemed to agree that going into Syria was a big no-no, at least until there was an idea of who could lead the government, but I don't think there is time for that when innocent people are dying in escalating numbers.
However it is not the United States of America's job to be the world police, but guess what?
Until there is an internationally recognized organization set down to deal with matters such as these, there are few others even willing to consider deploying troops, so we're stuck with them.

What I envision is an organization loosely based on a governmental structure, where you have a 'house' with representatives from every country, you'll have a group of experts ranging from lawyers and military personnel to scientist and all kinds of sociologists, and the third group who deals with law making and judging offenders.

If you take Syria as an example on how this would work, soon after Assad started acting like a faggy little butthole and slaughtering innocent people, they'd look to the rulebooks, if it fit a outlined scenario - go with that plan, if not -
there would be a vote, where the three branches had one vote each, majority rules. If they vote to intervene, NATO forces will be deployed in the millions, and a standby UN interim government moves in to place to control the country until a new leader can be elected.

Any changes to the system would have to be voted on, as would any other matter making it a true democratic system, with a fail-proof voting system.

The idea is still a bit sketchy, but I'm having a hard time seeing another solution that would work in this day and time.
