I think it is actually supposed to mean the end of your dick, in a similar way that "bell end" is an insult (at least, it is here). The idea of a dick growing out of a forehead is so utterly surreal I can't imagine it arising naturally, but every school boy who doesn't understand his own anatomy properly yet always goes with this interpretation.
