Hispanic:

so if you follow the webster dictonary i would consider Brazilian a Latino as well as Hispanic |
That's because you should've looked for "Latin", not "Latino" "Latino", as far as I know, is the expression brought to the US by Spanish-speaking immigrants (Mexican, Puerto Rican...) and it was extended to pretty much anyone living in the South of Rio Grande, since you guys usually think we all speak the same language or understand each other without major problems (I wish, this would've saved me 3 years of studies in Spanish language).
"Latin" is the adjective that comes from the word "Lazio", place where Rome was founded. Everything related to the culture and language that comes from the Roman empire is "Latin" (hence "Latin America" being a place where we all speak Latin languages).
As for Hispanic....
Hispanic: 1. Of or pertaining to Spain and its language, people and culture. 2. Having cultural origins in Iberia.
I admit I thought "Hispanic" was only related to "Spanish", but that's because it's a misleading name.
Latino: Latin America
Hispanic: Latin America + Iberia
Latin countries: Hispanic countries + France + Italy + Romania, etc...
