The difference being, you don't have to be licensed to sell cigarettes. You get caught... you pay a fine, and keep on selling.

Under a licensing system, you risk losing the ability to sell alcohol and all profits you derive from that if you get caught. Now all of a sudden the stakes are a lot higher when you risk selling to a minor.

are the fines that insignificant? most corner shop owners are not exactly highrollin'... at least not to the point where a 5k fine wouldn't still be a big kick in the nuts, I'd think...but that's a good point.

I'm not against these ideas...I guess I just don't see the big deal with the LCBO and the beer stores remaining the exclusive sources of distribution here...although that the stores close so early needs to change.
