My two cents:

OK Computer... good, maybe. Best since '85, no.

While it's not my favourite from during that period, I'd have to say Pearl Jam's "Ten" album. Michael Jackson's "Bad" is up there, too.

As has been said, it's all a matter of taste. Hell, my favourite albums of that period are Finger Eleven's "Greyest of Blue Skies," System of a Down's "Toxicity," Delerium's "Karma" and "Chimera" and Evanescence's "Fallen"
