dude, i absolutely love the tc. i've had it since april 14th, i'm pushing 5000 miles with no problems thus far.
i had a budget of around 20k and i was looking for something: reliable; decent speed; roomy enough to lug my shit/occasional passengers around; easy on the eyes -- in that order.
for 16-17k you will not find a better car that meets all of the above criteria, as the tc looks and drives like it costs twice as much. everyone who's driven around with me had been incredibly impressed with every aspect of the car. the only option i added was side airbags ($650), since the car comes ridiculously loaded in stock form (the same options on a civic would push it way over the 20k mark).
if you're purely concerned with speed, then you can go a little above the 20k mark and get a mitsu. ralliart, sentra spec-v, or a dodge srt4 -- they look like shit and don't have toyota's reliability, but they will burn half the cars on the road. the rsx is also an option, but unless you get the type-s, it's not worth it imo.
for me, the choice came down to civic ex coupe and the tc, and the tc just beat it out in every category (value; speed; looks).
the tc has 160 hp vvt-i which isn't mindblowing, but it's peppy enough for me to zoom by most cars on the road (a trd turbocharger which boosts hp to 210 is a 3k option, but you can get a non-toyota one for less which boosts hp to 245). the car can easily get up to 100-105 mph and still glide around as smoothly as it does lower speeds; when you push it up above 110mph, you can tell it's working a little harder than normal.
negatives: gas mileage isn't as great as the civic's (i've been getting 26-27 local/28-30 highway); there is a bad blind spot behind the C-pillar (which you get used to); stock potenzas are so-so; paint susceptible to rock chipping on the highway.
overall, highly recommended (at least thus far).
