No, it's not. Manners can be taught in many places, they do not necessitate multiple restaurant visits to "break in" a child.

I can state with a fair amount of certainty that no child requires a visit to a restaurant to learn how to act.

Granted, certain contextual things may be learned through a trip to a restaurant, yet none of these is impossible to impart to a child through other means.
