If the finger had the ability of regenerating its parts so it could perform these functions, then it would eventually be someone else (which would result in an asexual reproduction by division). However, fingers are hopeless, given the fact that they can't even adapt, so to speak.

All cells can do this. If provided with nutrified and oxygenated blood and a certain amount of electricity, a finger would do this on the cellular level.
