A lot of people unfortunately don't understand the difference between visiting a city and living in a city. Comments like "it was so awesome when I went there!" highlight this point.
For example, people express surprise that there aren't more Scandinavian countries on the list or that specific European countries aren't there - why? The taxation rates are ridiculous, purchasing power is low, overzealous labour laws make it very hard to get a good job, and people who live there are generally depressed (going by the statistics of anti-depressant usage). Yes, fine, the women are pretty, the beaches are beautiful, and there's a lot of cultural history and monuments, but only a tourist gives a shit about that sort of thing.
Germany and Switzerland and the like are an entirely different story, of course. They have good strong economies, strong values, and strong work ethics. That is why they place highly on a list of people who might be thinking about relocating... for work.
