I don't know the girl so I may be wrong about what HER possible intentions are... but on the whole, this is how I see it.
Just tell him that she doesn't like him and she doesn't want to be called by him anymore. He might be broken up about it, but he probably won't kill himself. Most people don't.

6 months is pretty excessive.
But some females are very, very strange. Like not talking to you for weeks on end and suddenly your best friend once more. Yeah. Some of them are a bit broken.

She needs to just tell him she's not interested. If he continues then he has issues of dependancy. It is then his problem, and not hers. She has the right to b8tch him out because she has expressed her feeling about him. Not saying anything is also an enabler.
