I think that stretch is empty simply because of all the other entry points on the DVP (from Adelaide, Gerrard, there are a few from the east side in that area), and from lakeshore travelling westbound, how it starts the Gardiner from the east side. There are so many ways to get on and around in that pocket (Gardiner stretch from DVP to Jarvis) that closing off that on-ramp from the DVP will not cause as much chaos as it's being expressed here. Take it from someone who takes that route during morning/evening rush hour at least twice a week.
