I think that if you're expecting an important call, or you're genuinely concerned that something might be an emergency, then it's perfectly fine to excuse yourself to deal with a call for a few minutes. Couple of times I've been in a meeting or social gathering and somebody has called or texted to ask for directions or if they're too late - would be kind of ridiculous to ignore that.
When it comes to text messages in particular, though, I think that if you need to send out more than 3 (rule of thumb), then it's time to escalate to an actual phone call. I would much rather wait 2 minutes for you to work your shit out properly than sit with you for 20 minutes making half-assed distracted conversation.
In general, if somebody gives the impression that there's a good reason why they need to answer/respond, and that they're aware of it being an imposition and are at least somewhat contrite, then it isn't a big deal. But it is a fine line to walk, with extreme douchebaggery on the other side.
