Because no one cares. Labels do not really care. They made their money. Often times the artist don't even know, and if they did, they probably don't care. And if they do, there is probably not much they can do since they signed an agreement with the devil when they joined the label. So the track is probably not even theirs anymore.
Its the same way with video game sharing. I know sites in America right now that host all the NES,SNES,N64,PSX,DS,GBA,GB,SEGA,SATURN,DREAMCAST games...openly. You can download them free of charge, without even needing bitorrent, its ftp access. The people who run this site have had 0 trouble. Because no body cares. For the most part all this copy protection breaching and license breaching is just a bunch of hoo haa meant to scare people.
