A circular polariser would only make the sky bluer if it was already blue. If the sky was white/grey like in the pic he posted, it should just make it darker, I think? I agree though, it's best used for a sunset, in most cases.

A full ND filter would also mean losing a lot of the details in the dark foreground, which is why I suggested a gradiated ND filter instead, so the light at the front could be keps as it is. I actually have one, but I've never used it So I might be wrong
