Funny thing is, I agree with Ford that the entire rail should be underground. It is faster, it does not interfere with traffic. And no matter what is developed above ground, the line would function untouched underground.
But, when the money just doesn't exist what do you do?
In theory, subways everywhere...but that just has not worked as a theory in Toronto. We need more rail, and we need it now.

The province needs step in and sort out this mess. Nobody is agreeing, and each side is saying that council has not voted on 'the plan'.
To boot, the metrolinx "contact us" page is down.

This could be the turning point for TTC - The new chief has 15 years experience in the London Underground
That's great, so the rest of Ford's term will be spent battling the TTC Board instead of supporting them. There go another 3 years where nothing will happen until the mayor is replaced by some guy who wants to scrap LRT and subways in favour of a skytrain...

The mayor no longer has the effective power to prevent anything from happening on the transit file; all he can do is continue to trumpet his "the people of this city want subways!" mantra to the media which he will likely continue to do for awhile.
Because all the EAs for the current plan have already been done (barring Sheppard if it is decided to not pursue LRT there), it is only a minor amount of administrative stuff which must be aligned before they can break ground on Eglinton/Finch.
Because enough of council centrists are on board with this, there is no more of a reasonable argument in saying this is a "coup by the pinko lefties" - anybody who campaigns on the nonsense which got Ford in (or if he decides to try a repeat) will not be likely to meet with the same amount of success.

When you can convince the majority of the city to be willing to pay the tolls/fees/taxes that would need to be levied to fund subway construction... then we can get subways.
Ford's plan to have city developers foot the bill was kiboshed by the developers themselves. They are "fully onboard" with subways but not willing to put their own coin into it.
