And how does that translate into observable behaviour? Here, let me make a quick analogy:

Let's say a 16 year old can't reason as well as an 18 year old because her brain isn't fully developed. Now, instead of relationships and whatnot, let's talk about mathematics, for clarity sake. Is is justified to say that the 18 year old is necessarily a better mathematician than the 16 year old? Is it correct in any way to say that the 18 year old is more mature than the 16 year old simply because of biological differences? Unless you're talking strictly about biology, age is no sufficient condition here.

By the way, how is that difference relevant among the legal girls we're talking about? They're pretty much all over 18 anyway

Well, if maturity means anything (aside from actual physical development), then that's what I would want to say it means. The problem is that those traits are so rare across all age brackets that it's difficult to imagine that they are something people "develop" as they "mature." Rather than being part of some normal developmental arc, those traits seem to be anomalies created by unusual combinations of aptitude and experience.
