It is because, as people grow older, they become more apt at picking up on and exhibiting all of the traits that consititute a societal vision of a "mature citizen" so to speak. Of course there is the issue of actual, biological, sexual maturity to consider, but for the most part, "maturity" is merely the dynamic of social adherence for the direct motive of obtaining the perks to being considered a valuable adult: sexual opportunities, owning a house, owning a car, the self-efficacy that comes with being held responsible for your actions, etc. These things are relatively beneficial to the individual as they serve many collective tendencies and base needs, primary amongst these needs being the competetive imperative that has driven our species to the top (well, that and coffee).
In the end, I would say that maturity as we know it is largely Pavlovian. Like much of society, it consists of memes and patterns that people tend to either use, abuse, committ to memory, committ to tradition, or forget entirely, all of these outcomes entirely dependent on the personal utility of a given meme. A person tends to use what benefits them the most, but people will syntesize a tradition, a causeway, for behaviour in order to keep things friendly and familiar - thwarting off that altogether natural urge to hate that which is alien and useless to you - or at least keep it out of your neck of the woods.
Basically, maturity is merely another conformity that should be second-guessed as often as possible, if you ask me. So of course your majority is "mature" - maturity is a popular tool for getting what you want, and people are the vessels for society to get what it wants. I guess it's win-win if you're totally into our species or something like that, but never forget that all of the actions all acted out are expressly for show and are communicating something with a purpose: "I am sexually mature and independent, now give me what my given civilization said was coming to me!"

I disagree that maturation of the human species is a social engineering tactic. Do you want to be around a bunch of 12 year olds that are being lunatics? I know I don't. That is part of maturing.
