I have both macs and pcs and it's extremely confusing when switching from one to another. It's odd I know but it's a question of habit. Some things I am more comfortable on windows and others I prefer on the mac.
You have to look at the bigger picture!

you're right, i use both and I'm always hiting the ctrl key on the mac Unfortunately mac doesn't fit her budget. If she went used she could pick up a decent emac $400-600 and thats not bad considering it has a built in monitor.

Try CyberpowerPC, same as ExtremePower computers. They build to your specs (you have to consult a nerd to know what you need). Never buy something off of the shelf, they're underpowered, overpriced, and often come with proprietary hardware and software instead of compatible hardware or OEM software, like memory or actual Windows disks that you can buy much cheaper to upgrade in the hardware category or which is essential in the software category. I saw a Dell or Compaq laptop computer last year for instance which had a proprietary mouse port which means you had to buy any mouse from the MFing manufacturer instead of one off the shelf because the plug was different. I thought that was pretty extreme.
Just my feelings after buying about 25 computers.

Dell's use usb for connecting mice. My old dell xpsd333 uses the ps2 port. And your right about the proprietary software; I just hate how Dell loads all their shit onto the pc, which imo just makes the pc run slow .

Upgradeability is overated. The only upgrading the average consumer will ever do is add a hardrive, pci card, or ram. I'd be hard pressed to find any pc that doesn't allows for these modifications. In order to "upgrade" to the next generation cpu you need to replace everything inside.

oh boy .. are we getting into the pc vs the mac .

i swear .. if a pc had a mac's specs, the pc would definately rule the computer world forever ..

unfortuanetly, nothing is compatible with the mac basically .. about 30% of all programs are not compatible with the apple file system ..

what type of file system does apple have?
