It's likely being valued on the basis of the net present value of future cashflows, and well... seeing as there likely isn't a lot of cash slated to flow into that place in the foreseeable future, it doesn't have that great a value.
Also, the company that previously owned it (wasn't the Government... it has been sold 3x now since it was first built) was likely looking to just dump the thing at whatever price they could get in order to exit the business.
