Humans generally tends to fear, or at least be wary of the unknown. Anything that's not familiar or unsure about become automatic subjects of suspicion. It's just natural survival instinct. (imagine being in a jungle and you see something that's not suppose to be there... for all you know, it could be a trap or a predator. being someone else's food is bad)
Until one gets to know that unfamiliar unknown and learn about it and see that for most part, it will do you no harm, one tends to be mildly hostile towards it. Plus the ignorance and stereotypes makes easy for some people to fall under those influences.
Perhaps a person is polite and courteous to that first black or Chinese or whatever ethnic person just as civilized society dictates, but most people aren't very overly friendly towards strangers. (Unless bound by some specific code of hospitality demanded by culture)
