Not always.

I of course like redheads, but I come from a family full of them (and am one...) so I am biased.

However, I am totally obsessed with dark hair and blue eyes, even on women. I think it is the most amazing combination, case in point:

However, I have noticed that I have consistently dated men with dark hair and brown eyes. Have never dated a guy with lighter hair.

hah, yeah i got a definite thing for redheads, but all my girlfriends have been brunettes with like hazel/green eyes

You can just find lots of examples of people with stunning appearance but I really don't think the hair has very much to do with it aside from the styling which should compliment the face more than anything.
The only real no-no is people going in for that half-way measure where they're trying to look blonde, brunette, black or redhead. It's not obviously fake which would make it stand out and cool, not quite good enough of a job with the rest of them to carry it off as being completely natural.

Hair color can totally make you look different. I have a friend of mine who had very light brown hair that just recently went midnight black. she looks so much better.

I saw her about a week after getting it done and I walked right by her not even noticing.

Styling DOES make the bigger difference but I wouldn't rule out the fact that hair color does change a persons look.
