It comes down to personal responsibility, as so much of what is wrong in the US does. It's a dependency that ends up costing money and resources that simply should not be wasted upon people by a mere service that should have little control other than exacting justice in order to keep people from killing one another.


of course it should be a condition. its part of OH&S, just like any other workplace.
